Adult Street People Strategy - Draft Strategy – June 2005

INTRODUCTION The principle aim of this strategy document is to develop an integrated and holistic strategy approach to effectively reduce the number of street people living on the streets and to ensure that street people are given the necessary developmental assistance in order to achieve employment, accommodation and reintegration with their families and the community.

The central focus of this strategy document is to examine ways in which local government can play a meaningful, enabling, coordinating and facilitative role in addressing the phenomenon of people living on the streets in the City of Cape Town, in conjunction with Provincial Government and the NGO sector as well as civil society.

GATED DEVELOPMENT POLICY


[Extract]
In a 2005 report, the South African Human Rights Commission concluded that, although it did not findgating and road closures ordinarily unconstitutional, it did not support the use of such security measures,
as amongst others it causes social division, dysfunctional cities and lead to further polarisation of society.
In context of the constitutional conflict between ‘freedom of movement’ and the ‘right to security’ as itmanifests in gated communities and developments, this policy attempts to set out Council’s position on andapproach to this phenomenon, which increasingly is becoming part of the city’s urban fabric andlandscape.
